Bechtel Takes a Hit for War Profiteering By Antonia Juhasz, AlterNet Posted on August 4, 2006, Printed on August 4, 2006 http://www.alternet.org/story/39860/ A comprehensive U.S. government audit of a Bechtel project in Iraq has exposed gross mismanagement by the company. As a result, the $50 million contract has been canceled. As the auditors plan to expand their investigations to all of Bechtel's $2.85 billion in Iraq contracts, they are sure to discover a pattern of failure. Not only should Bechtel be dropped from all of its failing contracts, but the company should be required to refund all misspent U.S. taxpayer and Iraqi funds so that Iraqi contractors can get to work and real reconstruction can finally begin. But time is running out. On Sept. 30, 2006, all unobligated money for reconstruction in Iraq reverts back to the U.S. Treasury. This means that unless action is taken now to ensure that this money goes to Iraqis, U.S. corporations will keep their billions, while Iraqis are left with failed projects and little money to recover. On July 31, the office of the special inspector general for Iraq reconstruction (SIGIR) released an audit of Bechtel's Basra Children's Hospital Project. Congress established SIGIR in October 2004 to provide much needed oversight to U.S. government expenditures on Iraq reconstruction. Under pressure from the public, members of Congress and U.S. soldiers in Iraq, SIGIR expanded its work beyond broad programmatic issues and criminal activities to assessments of individual reconstruction projects. It took even more pressure and time for SIGIR to publicly release the names of contractors responsible for failing projects. SIGIR's exhaustive (and much overdue) review in April of a $243 million contract held by the Parsons Corp. to construct primary health care centers across Iraq revealed that after more than two years and $186 million, only six of the planned 150 centers were complete. Parsons' contract for the facilities was canceled (as was a $99.1 million contract to build a prison north of Baghdad after it fell more than two years behind schedule). More importantly, the work was turned over to the Army Corps of Engineers, who then handed the contracts directly to local Iraqi companies. Parsons and Bechtel were once partners. In 1938, Bechtel and Parsons merged with a third company to form the Bechtel-McCone-Parsons Corp. The three companies split amicably after World War II. Parsons is the second-largest recipient of reconstruction dollars in Iraq (after Halliburton) with $5.3 billion in contracts. Bechtel's hospital boondoggle In March 2006, SIGIR began investigating the Basra Children's Hospital Project. It found that the project was nearly $90 million over budget and more than a year and half behind schedule (PDF). Bechtel received the contract to build the new hospital in Basra in mid-October 2004 to "improve the quality of care and life expectancy for both women and children." The original price tag was $50 million, and the due date was Dec. 31, 2005. The auditors now estimate that the project will be completed no earlier than July 31, 2007, and will cost as much as $169.5 million (including $30 million for equipment). However, the report cautions, "there is still an unclear picture of schedule control, security, construction quality, and the use of alternative contract management options that will impact the true cost to complete." Thus, the cost and time involved could be much greater. Because SIGIR focused more on the U.S. Agency for International Development's (USAID) failure to manage Bechtel than on Bechtel's inability to build the hospital, the report provides few details as to why the project was unsuccessful other than limited references to security concerns and unsatisfactory work by Bechtel's subcontractors. Bechtel subcontracted to a Jordanian company that subcontracted to Iraqi companies. The trail of subcontracting meant (1) a great deal of additional overhead, (2) little to no managerial oversight, and if this project was like others in Iraq, (3) short-term employment and low pay for Iraquis (compared to what they'd receive if they held the contract themselves). In a recent article, New York Times reporter James Glanz quotes Sheik Abu Salam al-Saedi, a member of the Basra provincial council, who explains, "The pretexts given by Bechtel to the Iraqi government to justify its failure in finishing the project are untrue and unacceptable, especially the ones regarding the rise in security expenses." Mr. Saedi said that Western engineers were seldom seen at the project, and that it was simply mismanaged. Not only was the project mismanaged, both Bechtel and USAID lied about the status of the project. By September 2005, the project was already running 10 months behind schedule. The delay alone would add several million dollars to the estimated cost of the project. In addition, the onsite representative from the Army Corps of Engineers reported problems with construction and further delays. However, according to SIGIR, "neither USAID nor Bechtel reported any problems with the contract throughout this period (July to September 2005)." While Bechtel increasingly came clean in its reporting to USAID, USAID was unfailing in its lies to Congress: It continually reported the project as on budget and on time. Ultimately, SIGIR found that USAID, the State Department, and the U.S. Embassy in Iraq had all failed in their accounting and managerial systems. In fact, USAID still does not know exactly how much money it has disbursed for the project. SIGIR recommended that Bechtel's contract be canceled and responsibility be given to the Army Corps of Engineers, which is likely to turn the project directly over to Iraqis. SIGIR estimates that this transfer will save approximately $90 million "exclusively from the reduction in contractor overhead." Bechtel's $50 million is just the tip of the iceberg in Iraq Bechtel's $50 million Basra hospital project represents less than 2 percent of the company's $2.85 billion award for Iraq reconstruction. However, to date, Basra hospital is the only Bechtel project to receive SIGIR's attention by name (Bechtel projects may have been investigated by SIGIR, but the company has been identified only once. I asked a SIGIR representative if other Bechtel projects have been investigated, but I did not receive a response by the time of publication.) San Francisco-based Bechtel was one of a select handful of U.S. companies that received a quiet "request for proposals" from the Bush administration more than a month before the invasion of Iraq. Thus, without any competition, on April 17, 2003, Bechtel was awarded a $680 million contract for work in Iraq. In September of that year, an additional $350 million was added to the first contract, and then, on Jan. 6, 2004, it received a second contract -- bringing Bechtel's combined total to more than $2.8 billion. The company's contracts are both "cost plus." This means that Bechtel is guaranteed that all of its costs are covered, and it's guaranteed a fixed profit above those costs. In Bechtel's first contract, "Iraq Infrastructure I," the company was to "provide the successful design, rehabilitation, upgrading, reconstruction and construction in Iraq of one port, five airports, electric power systems, road networks and rail systems, municipal water and sanitation services, school and health facilities, select government building and irrigation systems, as well as institutional capacity building for operation and maintenance of roadmaps for future longer term needs and investments in support of Iraq Infrastructure Reconstruction Program." The second contract, "Iraq Infrastructure II," is for more of the same. Both contracts are managed by USAID. Bechtel is not the only company working on these projects, to be sure, but it was the first -- and for a considerable amount of time, the largest -- to receive such contracts for reconstruction in Iraq. These deals, in turn, led Bechtel's non-U.S revenues to increase by 158 percent in 2003. The company had record overall revenues of $17.4 billion in 2004 and $18.1 billion in 2005. Bechtel's travesties reach beyond the health sector. It has taken over three and half long years after Bechtel entered Iraq for electricity, water and sewage systems to finally creep above prewar levels -- and not even in all cases. At the same time, services remain far below U.S. government expectations and Bechtel's (and likely most other companies') original contractual obligations. Electricity is the most crucial of these systems, as it controls both water and sewage. Bechtel's lost summer: electricity, water and sewage Depending on whom you ask, either Bechtel or the Bush administration decided that, instead of getting Iraq's electricity system up and running as quickly as possible, a countrywide assessment of all systems was necessary before any reconstruction could begin. The assessment took five long months. These happened to be summer months in a country where temperatures regularly top 125 degrees Fahrenheit. No electricity meant no fans, no ice, no cold drinks and no air conditioners, and a lack of clean water and reliable sewage treatment. It's difficult to exaggerate the extent of Iraqi suffering during those five months. The summer following the March invasion was a particularly crucial period in which Iraqi goodwill all but evaporated. It certainly made sense to assess the situation before building, but much of this assessment could have been done prior to the invasion as part of the post-invasion planning. After the invasion, short of turning the reconstruction over to the Iraqis, at least the assessment should have been done in direct discussions and partnership with Iraqi engineers who had run the systems for decades. What the Bechtel employees discovered was that two wars and 12 years of economic sanctions had taken their toll. The systems were far more difficult to repair than they had assumed. Of course, the Iraqis who ran the systems could have easily conveyed this information to Bechtel from the start if the administrator of the U.S. occupation government of Iraq, L. Paul Bremer, had not fired the vast majority of them and if Bechtel had asked. The critical time lost on the assessment bred increasing hostility toward the invasion among ordinary Iraqis. The lack of water, electricity, and sewage services led to increasing acts of sabotage against all foreign contractors, including Bechtel. Nobody at Bechtel or in the U.S. government denies that the water and electricity reconstruction has failed. According to SIGIR, while $3 billion has been paid out, only half of the projects planned in the electricity, water and sewage sectors have been completed, while nearly a third in the electricity sector have not yet been begun. Many of the systems that have been built are poorly run or have not been connected to peoples' homes. In fact, one of the biggest problems plaguing the electricity system today is the failure to build transmission and distribution lines. Bechtel and some Bush administration officials lay the blame squarely with the Iraqis. According to Bechtel, of the more than 40 water plants it has built, which are now being run by the Iraqis, "not one is being operated properly." U.S. officials say the same: "None of the 19 electrical facilities that has undergone U.S.-funded repair work is being run correctly." They blame a poor Iraqi work ethic and a lack of knowledge and skill in running the plants. Iraqis may be unable to run the systems built by Bechtel in Iraq, but a poor work ethic and lack of knowledge are not to blame. Paul Bremer fired the upper echelons of Iraqi management, sidestepped skilled engineers and workers, hired Bechtel to build state-of-the-art facilities that are foreign to these workers and then handed the systems over as a fait accompli, whether or not they were even connected to the homes they were intended to serve. Baghdad's Mayor Alaa Tamimi, an engineer who returned to Iraq after years of exile to help rebuild the country, said that U.S. officials "made a lot of decisions themselves, and the decisions were wrong. This is our country. It's our city. They didn't accept that." The other problem is money. Iraqis simply do not have enough of it to run the expensive new facilities that they have been handed. The money has gone to U.S. contractors to (largely fail to) build Iraq's systems, rather than to the Iraqis to run the systems after they have been rebuilt. SIGIR's most recent report to Congress found that in the last week of June, overall electrical generation in Iraq finally crept above prewar levels, while remaining below what the U.S. government contracted for. However, Baghdadis are still receiving an average of just eight hours a day of electricity compared to 16-24 before the war. Iraqis throughout the country are fairing better -- receiving an average of 12 hours per day versus their previous four to eight. Water and sewage services have begun to reach a larger population than before the war, although the increase is just half of what the U.S. government contracted for (4.2 million people newly added instead of a planned increase of 8.4 million). Return the money, hire the Iraqis Bechtel's Iraq contracts are set to expire in October and, as David Snider of the U.S. Agency for International Development told me, Bechtel "is currently closing out and demobilizing from Iraq as scheduled." Bechtel should leave Iraq, but its misspent funds should stay. According to USAID, Bechtel has been paid $970 million on its Infrastructure I contract. Bechtel was originally awarded $1.8 billion for its Infrastructure II contract. In November 2004, USAID reduced the amount to $1.4 billion in response to a reallocation of funds, primarily to training Iraqi soldiers. Of the $1.4 billion, $1.26 billion has been obligated and $977 million has been paid to Bechtel. This means that $511 million from Bechtel's contracts is immediately available to for Iraqi companies. Although we hear little about them in the United States, there are literally hundreds of companies, both public and private, with long histories and great experience in Iraq. This includes companies that rebuilt Iraq's water, electricity and sewage systems in just three months following the 1991 U.S. invasion. With unemployment hovering around 40 percent in Iraq today, these companies and their employees are more than eager to get to work. There is also $166 million in unobligated funds from Bechtel's Infrastructure II contract that must be immediately turned over to Iraqi companies before that money reverts to the U.S. Treasury on Sept. 30. Finally, there are likely millions of misspent dollars that Bechtel must return to U.S. taxpayers and Iraqis. In its July 2006 report to Congress, SIGIR states its plan to investigate all of Bechtel's contracts. We must remain vigilant to ensure the audits take place, the results are heard, and that Iraqis are hired to rebuild their country so that more people have the opportunity to pick up shovels rather than guns. The school system has been generally receptive to our concerns. The Montgomery County Committee on Recruitment Issues (MCCRI) is a coalition of more than 200 parents and a few community groups that are concerned with military recruiting in the public schools. We are not an antiwar group. We leave those politics aside when addressing recruitment in our schools. Our concerns have more to do with adhering to the letter of the law when it comes to the access military recruiters enjoy and various other privacy-related issues. We asked that the county change their "opt-out" form so that parents and students would be able to remove their names from lists being sent to local recruiters. They changed the form. Before, parents had to remove their child's name from the entire student directory which meant that their children would not receive information from colleges and financial institutions and they wouldn't see their name in the local paper when they made the honor role. We asked the school system if it would be O.K. if we distributed two of the American Friends Service Committee's (AFSC) most popular flyers, "Do you know enough to enlist" and "Ten Points to consider before you sign a military enlistment agreement". http://www.afsc.org/youthmil/resources/Default.htm The school administrators said they didn't have a problem with that and we have placed these brochures in about a third of the high schools. We have also applied for a grant to pay for additional brochures. Montgomery Peace Actions has also applied for a grant to place brochures in each of the county's high schools. We asked the school staff if they would monitor the administration of the Armed Services Vocational Aptitude Battery test, (ASVAB). That's the terst that the military gives to new recruits to ascertain their Military Occupational Specialty (MOS). The military also gives this 3 hour 45 minute test to about 850,000 juniors and seniors in most of the nation's high schools, including many in Montgomery. Test results in Montgomery, along with personal information, have been immediately forwarded to recruiting services. Montgomery has agreed to exercise Option 8 -- which means that the system has stepped in to preclude test scores from being automatically forwarded to recruiters. If students who take the test want their information to be sent to recruiters, they will be able to do so. Our campaign will shift to the access that recruiters actually enjoy on high school campuses. Military recruiters frequent high schools in the eastern part of the county where economic factors tend to favor recruitment. This seems totally disproportionate and lends itself to the perception that in MCPS schools, military careers are promoted to a higher extent than any other type of career. (4) Military recruiters are usually allowed to set up in the cafeteria or other high visibility locations, while college recruiters set up in the career centers. Again, the higher visibility of military recruiters sends the message that military career options are given preferential emphasis as compared to other types of careers. Federal law mandates same access, not preferential access. The No Child Left Behind Act of 2001 (NCLB) Section 9528(a) [2] (3) states: (3) SAME ACCESS TO STUDENTS- Each local educational agency receiving assistance under this Act shall provide military recruiters the same access to secondary school students as is provided generally to post- secondary educational institutions or to prospective employers of those students. Consistent with federal law, we recommend that each college or employer, including each branch of the military, be allowed to visit each high school once per quarter. This will ensure that all high schools will be visited equally, irrespective of socio-demographic profile, and that military careers are not over-emphasized relative to other types of careers. Other school districts have taken steps to standardize frequency of visits by recruiters as well (1). We also request that the schedule of visits from the military and other employers be made available at each school in the same manner as that for college recruiters, whether online or in a newsletter or on a calendar accessible by a phone call, in keeping with the "same access" standard. Finally, we request that all recruiters be based in career centers and be accessed by students on a strictly voluntary basis (i.e., no captive audiences such as an entire class or a mandatory assembly). The above proposals have been endorsed to date by 238 MCPS parents and other county residents, as part of a set of proposed guidelines on military recruitment procedures (attached). Tonight 9 activists and one legal observer arrived at the home of the Israeli ambassodor at Chesapeake Street. The activists decided that they would have a silent vigil followed by a loud boisterous time of chanting and noise-making. This has been in keeping with other Weekly Action Group protests. A variety of tactics were employed. It is very strange to some but apparently quiet effective. The police presence was, compared to the DAWN numbers, overwhelming. Each activist could have had their own personal arresting officer if the occaision had transpired. However, since all Weekly Action Group protests have been nonviolent without exception this was unnecessary. The largely wealthy neighbor hood of the ambassador was largely unphased by the demonstration. Everyone appeared to be safely and quietly in their homes. The cares of the world, and in particular Lebanon, were of no apparent concern to the well-healed. One or two neighbors came out to see what the noise was all about. Were they concerned about the people of Lebanon? Were they concerned about their property values? We will never know. The DAWN activists were probably seen as trouble-makers and smelly. And not worth the time. But, then again these people probably don't talk to the people who remove their garbage. In any event DAWN made it's point. We let the people of this neighborhood know that the war against the people of Lebanon is or should be a concern of theirs. It affects their neighborhood too! Oh, and yes, we'll be back! It is whether they oppose the pre-meditated destruction of Lebanon by Israel ? with U.S. weapons, and oppose a first strike military attack on Iran. Israel?s massive attack on Lebanon, resulting in the death of more than 1,100 civilians and destruction of the Lebanese infrastructure, was certainly not about the capture of two soldiers in a cross border incident. Rather, it was a pre-meditated attack about a broader vision of a Middle East dominated by Israel and the United States working together. Further, it may be part of a plan to attack Iran. The UN Security Council set a deadline of August 31 for Iran to stop its nuclear power program. Iran rejected the resolution saying it was legal for Iran to develop nuclear power. Does the upcoming escalation of the conflict between Iran and Israel/United States explain the timing of the massive attack on Lebanon? Did Israel act now to prevent a response from Hezbollah when Iran is attacked by Israel or the U.S.? Already, President Bush acknowledges the Lebanon conflict was a proxy war between Iran and the U.S.; time will tell whether it develops into a direct conflict. But if an attack on Iran does occur Israel?s claim that is was responding to Hezbollah?s ?terrorism? will be even more clearly seen for what is was ? akin to the manipulation of claims of alleged Iraqi weapons of mass destruction by the Bush Administration ? an excuse to go to war. In fact, the cross-border incident that led to the attack on Lebanon, where two soldiers were captured, was part of an ongoing series of conflicts at the Israel-Lebanese border. The Christian Science Monitor reports : ?Since its withdrawal of occupation forces from southern Lebanon in May 2000, Israel has violated the United Nations-monitored ?blue line? on an almost daily basis, according to UN reports. Hizbullah's military doctrine, articulated in the early 1990s, states that it will fire Katyusha rockets into Israel only in response to Israeli attacks on Lebanese civilians or Hizbullah's leadership; this indeed has been the pattern.? The United Nations Interim Force in Lebanon (UNIFIL) reports that Israeli aircraft crossed the line ?on an almost daily basis? between 2001 and 2003, and after that ?persistently? including in 2006. They report that these incursions ?caused great concern to the civilian population, particularly low-altitude flights that break the sound barrier over populated areas.? Or as George Monbiot reports Hezbollah?s action ?was simply one instance in a long sequence of small incursions and attacks over the past six years by both sides. So why was the Israeli response so different from all that preceded it? The answer is that it was not a reaction to the events of that day. The assault had been planned for months.? Further evidence that this reaction by Israel was premeditated is that fact that there is a long history of prisoner exchange between the Palestinians and Israel as well as Hezbollah and Israel dating back to 1948. In 2004 Israel released 436 prisoners in return for three Israeli soldiers and an Israeli intelligence officer. The prisoners included 400 Palestinians; 23 Lebanese; two Syrians; three Moroccans; three Sudanese; a Libyan; and a German Muslim. This time Israel reacted out of character and turned a border skirmish into an invasion with group punishment for Lebanese civilians. Israel presented its plans for destroying Lebanon to the Bush Administration a little more than a year ago, according to the San Francisco Chronicle . Israel's Lebanese plans were at the center of political discussions during the annual World Forum, organized by the neo-con American Enterprise Institute, on June 17th and 18th of 2006. There, Benjamin Netanyahu and Dick Cheney conferred at length, along with Richard Perle and Nathan Sharansky. The White House gave the green light for Israel's invasion a few days later. This is confirmed by the independent reporting of Sy Hersh in the New Yorker who wrote that the Bush Administration had been told of the plans long in advance of the capture of the Israeli soldiers. Hersh reports ?Israel had devised a plan for attacking Hezbollah?and shared it with Bush Administration officials?well before the July 12th kidnappings. ?It?s not that the Israelis had a trap that Hezbollah walked into,? he said, ?but there was a strong feeling in the White House that sooner or later the Israelis were going to do it.?? Further, this pre-meditated military assault on Lebanon ? thorough and well-planned ? is consistent with a plan put forward for Benjamin Netanyahu in 1996, ?A Clean Break: A New Strategy for Securing the Realm.? The strategy noted that the border with Lebanon was a problem that could be dealt with saying: ?Syria challenges Israel on Lebanese soil. An effective approach, and one with which American can sympathize, would be if Israel seized the strategic initiative along its northern borders by engaging Hizballah, Syria, and Iran, as the principal agents of aggression in Lebanon.? The goal of the ?Clean Break? plan was to remake the Middle East -- much like the Bush neo-con vision -- beginning with Iraq and then moving onto Syria and Iran. Noted writer on U.S. intelligence, James Bamford, reports in a July article , that planning for an attack on Iran has been going on for five years. He describes the close relationship between U.S. neo-cons and the pro-Israeli lobby, AIPAC, a relationship that has led to indictments. And he reports how the neo-cons see the current Lebanon attack as a next step. Bamford concludes his article saying: ?To [the neo-cons], the war in Lebanon represents the final step in their plan to turn Iran into the next Iraq. Ledeen, writing in the National Review on July 13th, could hardly restrain himself. ?Faster, please,? he urged the White House, arguing that the war should now be taken over by the U.S. military and expanded across the entire region. ?The only way we are going to win this war is to bring down those regimes in Tehran and Damascus, and they are not going to fall as a result of fighting between their terrorist proxies in Gaza and Lebanon on the one hand, and Israel on the other. Only the United States can accomplish it.?? Hersh reports the Bush Administration supported Israel?s plans to attack Hezbollah as a prelude to a U.S. or Israeli attack on Iran: ?President Bush and Vice-President Dick Cheney were convinced, current and former intelligence and diplomatic officials told me, that a successful Israeli Air Force bombing campaign against Hezbollah?s heavily fortified underground-missile and command-and-control complexes in Lebanon could ease Israel?s security concerns and also serve as a prelude to a potential American pre?mptive attack to destroy Iran?s nuclear installations, some of which are also buried deep underground.? An attack on Iran may lead to a regional war, but comments by American officials demonstrate the chaos of regional war may be welcome. As Secretary of State Condoleezza Rice said in a press briefing on July 21, 2006: ?What we're seeing here is, in a sense, the growing ? the birth pangs ? of a new Middle East, and whatever we do, we have to be certain that we're pushing forward to the new Middle East, not going back to the old one.? After months of beating a war drum for an attack on Iran around the issue of nuclear power and nuclear weapons, the Bush administration seems to have failed to garner enough support for this path to an attack. Perhaps after the August 31 UN deadline they will pound those drums louder, but it seems evident that the U.S. is trying to use Lebanon, and their allegations of close ties between Hezbollah and Iran, as another path to war with Iran. The so-called opposition party, the Democrats, are trapping themselves in a political corner where they will be unable to oppose an attack on Iran. The House of Representatives voted 410-8 in favor of Israel's war in Lebanon, a resolution that also ?condemns enemies of the Jewish state.? The Democrats, loyal to their funders from the hard right Israeli lobby, are cheer leading the attack on Lebanon and, sound like Bush when they discuss Iran as well. The defeat of Sen. Joe Lieberman is just one more signal that this November?s elections are going against pro-war legislators. The anti-war movement needs to build on this momentum and not let an expansion of wars in the Middle East empower pro-war politicians. The timing of an attack on Iran, whether it is before or after the election ? or whether it occurs at all ? could depend in part on how well the anti-war movement organizes electorally. Anti-war voters need to make clear that they will resist these manipulations by refusing to support any politician who fails to actively oppose the Iraq quagmire, or other escalation of combat in the region. Those voters opposed to war should become committed peace voters and sign the VotersForPeace Pledge at www.VotersForPeace.org and build a fierce anti-war electoral movement which does not tolerate or protect pro-war incumbents from defeat this fall. The peace movement must prepare to rapidly turn escalation of hostilities into a political poison for pro-war politicians. It is time for the anti-war movement to put forward its vision for the future. A future that is based on multi-national, not unilateral, actions; one that is rooted in diplomacy and negotiation, not shock and awe and one built on stability and peace, not instability and chaos. For Israel the current path does not lead to peace or security. It must make peace with its neighbors ? that begins with ending its occupation of Palestinian, Lebanese and Syrian territories as well as the return of the thousands of political prisoners it holds. The success of Hezbollah in responding to the awesome, high tech military power of Israel, along with the success of the resistance in Iraq, should show the United States and Israel that the future is not in bombs and military force, but in multi-national diplomacy. And in this article, posted November 29, 2005 in the NOAA Magazine, they say that "the increased hurricane activity since 1995 is not related to greenhouse warming." Instead they ascribe it to "the tropical multi-decadal signal," described as "natural occurring cycles in tropical climate patterns near the equator." In either case, the result was that I was called. A staff member requested my assistance in obtaining their release. They wanted me to work with them to convince my husband to argue the case for their release. Knowing the very dangerous state of affairs in Iran and how much any suspicion that I was a US informant could jeopardize his life, I flatly refused. But, I had already my own plan since my major concern was actually for the innocent people I felt could be bombed under international law, the taking of the hostages constituting an act of foreign aggression against the US. So, I moved very quickly to avert disaster. I ordered my husband awake, depart immediately for Qom and demand the release of the hostages for the sake of the safety of the Iranian people. And I was able to rouse him to do this though he was exhausted and in Iran, it was 3 o'clock in the morning. Many hours later we spoke again. I had high hopes that he would prevail. He was a very exacting and convincing speaker... not many could win an argument with him and I trusted that his interests were the same as mine and so he would prevail, too much was at stake for him to lose. Hours later he reported to me that he was able to get an emergency meeting with Khomeini and he did all he could to convince him that such a rash action was not in the interests of the country, yet, Khomeini refused to demand the hostages be released saying that he would first have to consult with the others. These others, were primarily Yazdi's group. So my fears of imminent attack were not assuaged and I searched for another means to avoid war. I contacted a man I trusted, Lenny Siegel, who said that there was always the stalling tactic of the World Court, a defunct group but nonetheless, might be possible to revive if approached correctly, and he gave me certain terms to use. I then contacted another Iranian, Sayeed Sanjabi, a reasonable man who was studying in Berkeley with his wife and implored him to go to New York and attempt to open a hearing of the World Court and stall any attempts at open war. He left his wife, his studies (which to this day he has never been able to complete though he was a brilliant mathematician) and successfully completed that task. War was averted but the US impounded Iranian funds and made a mockery and worse of Iran before the entire world. But the people of Iran and the people of the world have a right to know who really staged this tragedy.
