   I rather like the idea of finding hte most congested possible streets and riding past stalled cars like water over rocks. This would cause commuters to envy riders passing them rather than hate riders slowing them down. We make runs through the congestion zone, then head back along side streets, then repeat the process.
   This has the further advantage that cops would not be called by motorists, so the cops could not keep track of us once we disengage from them(and might not even care).
   The role for obstructive tactics should be a punitive one in areas where motorists have been harassing cyclists at worse than usual rates-and some kind of info should be given out when this is done.
