[dc-critmass-list] movement for a move to the last friday

All other cities do the last Friday of every month, we should probably have one month only of overlap, then switch over. We have to worry about losing turnout on the switch, so it would have to be WELL publicized. Both this coming Friday and next Friday are during the tar sands protests. 
Therefore, we might want to ride this Friday, not expecting a lot of turnout, the following Friday, expecting big turnout-and give out a lot of fliers there to emphasize that the following ride will be the last Friday of September and last Fridays from that point forward.  We should also leave posters up in Dupont Circle announcing the change.
