BEHIND THE "SECOND FRONT": THE WAR ON TERRORISM IN THE PHILIPPINES

Join us as we explore this issue with:

A film showing of Basilan: Siklab ng Digma (Spark of War)

Produced by Kodao Productions, an alternative audio-visual group based in
the Philippines, "Siklab" focuses on Basilan and the effects of the
presence in the island of at least 8,000 Armed Forces of the Philippines
(AFP) soldiers and, later, U.S. troops. Presenting the issue from the point
of view of the residents, the group did what the government has failed to
do: listen to the voices of the people of Basilan.

Guest Speaker

Malcolm Guy: A long-time political activist, Malcolm became involved in
Philippine solidarity work 20 years ago, during the international campaign
against the US-backed Marcos dictatorship. He has made over a dozen films
about various aspects of the people's movement in the Philippines, and
about Philippine migrant workers. He is president of the Montreal-based
Centre for Philippine Concerns.

Last July, he was invited by the organizers of the International Solidarity
Mission to participate in the investigation and documentation of the
impacts of the joint US-Philippine military exercises on the island of
Basilan.

* In February this year, US military troops began arriving in the southern
Philippine island- province of Basilan ostensibly for routine joint
military exercises with the Philippine military. Basilan, which has also
been called the "second front" in US' war against terrorism, is the site of
intensified military operations against the Abu Sayaff -- a
kidnap-for-ransom bandit group, according to some; an extremist Islamic
movement linked to Osama Bin Laden, according to the US.

The exercises ended amidst allegations of human rights violations. But with
the Philippine government declaring it a success, a second wave of joint
US-Philippine military exercises have recently been launched in the major
island of Luzon.
