      It is worth pointing out that the cops would most likely follow the 
march OUT of the neighborhood. We could always leave behind scouts to make 
sure the cops don't hang around in residential or commercial areas. If the 
do, we could deliberately create a problem(say, closing an unauthorized 
street) sufficient to draw off those cops and pull them back to the march.
