it is the Lutheren Church across from the Shakespear Library. Come in the 
left side of the building. You are going to have to be buzzed in, sorry I 
know it sucks. Capitol south and Union station are not far. From capitol 
south walk up the hill and cross Penn. walk past the Library of Congress 
and take a right on East Capitol. Walk one block, cross 2nd st. and the 
office is on the left side of the street. 
>From Union station, walk 4 or 5 blocks up 2nd to east Capitol and take a 
left.
