Leslie-
Nonviolent Civil Disobedience and Direct Action on Wednesday March 19^th
in DC
- this is one piece of the package of actions around the 5^th
anniversary of the war
- general agreement that focus is common demand to end the war
and bring all the troops home now, understanding that the war is
connected to a range of other issues
- activities in DC will be nonviolent, creative, bold
initiatives to interfere with normal business of policy-makers in
Washington
- hope to organize large turn out
- agreed that there will be multiple protest activities on that
day
- hope to make this the largest day of cd yet
- also actions all around the country that day

Next DC Meeting Thursday January 17^th @ 7pm
2228 12^th Pl NW, U St/Cordoza Metro

Leslie -
The draft call to action was sent out to everyone on the call
- reflects a lot of work that many people put into it
- tried to pull from various approaches to hopeful move and
inspire people and clearly state what they're being called to Washington
to do
- this is not a final document, but is there any substantive
issue that needs to be raised? Is anything missing or are there things
that shouldn't be there

David-
- thinks the call is excellent
- given that we get such great attention from local media, make
connection between whats going on in DC and what's going on locally
- talk about actions locally and in DC together
- better package for the media

Siri
- everything is nicely covered

Michael
- a good start
- some things missing
- factual point? Where are the Iraqi people in the call? They
are not talked about
- seen figures ranging up to 83,000 casualties b/c department
of defense doesn't count injuries that present after soldiers are home
- we should research casualty numbers

Leslie
- is the first bullet point, it starts with hundreds of
thousands of Iraqis killed and wounded
- Michael agrees that he missed that piece

Paul
- good document
- anniversary is a bad word for some people
- reference to local actions are significant
- maybe use numbers instead of words to talk about Iraqis

Debra
- would sign on to the call
- given that world can't wait is doing mass actions at the end
of January to mobilize high school students
- this call doesn't talk about the election, which is on
everyone's mind
- people are being told things will be solved by electing a
democrat
- not suggesting rewriting the call, but we need to have
talking points about the election
- need to help people understand that systematic problems will
not be solved by voting

David Myron
- excellent call
- is there a way to add a sentence or two in last paragraph of
a more logistical nature
- groups are encouraged to form affinity groups and organize
local meeting and trainings
- ufpj will be creating a convergence space and providing mass
mobilization infrastructure
- show what is behind the action

Ted Glick
- good overall
- the first paragraph needs to be jazzed up in way its written,
not in content or language
- Ted will send out his rewrite
- Encourages more work for first paragraph to be more
"agitational"

Leslie
- Elaine Brower, Samantha, Lisa, and Laurie Arbieter worked on
the call

Nadine
- wishes it was half as long
- we need to say not disrupt Washington DC, but disrupt the
military industrial complex, or policy-maker or war machine
- commemoration instead of anniversary

Leslie
- we'll try to integrate these comments, but this shouldn't be
the only document that goes out calling people to DC
- one question on process - can the writing committee write it
up and get it out, or do we have to send it back for a final ok?

Ted
- the writing committee should take the comments, rework it,
and send it out
- it just needs minor work
- the committee should do the work and get it out

Leslie
Discussion about nature of actions in Washington on the 19^th
Some groups already have ideas
Let's get that on the table
Issue came up last call - how do we have a day of action with a number
of action that still project something coherent about how they're connected
How do we get as clear a message out as possible

Groups that are already talking about specific actions -
WRL
NWNW
SDS
ART
IVAW
Bike Block

Leslie
- how can we weave all these things together
- we want to demand that the war end, and demonstrate how the
war is connected with other issues
- how do we do this strategically?
- How do we connect all of the different actions/issues?

Paul
- in upstate NY, helpful to look at pillars of war
- perhaps graphically and tactically demonstrate people leaning
on the pillars
- may have a universality that connects actions
- can lend itself to unifying graphic (like a tshirt)

Sarah
- CODEPINK has been kicking around the idea of asking people to
stop what they're doing on that day and get people involved for at least
a couple of minutes
- Not sure if that fits in or not, but something CODEPINK is
talking about

Ted
- on the day itself it would be important to have one location
that many of the people doing actions can gather and have a rally or
something more creative, but one particular location that would make
sense politically where we show the connection and show different pieces
of the puzzle
- something like that needed to make it easy for press to get
it and get a sense of whats happening

David
- not sure if details should be mentioned on call
- Laurie talked about action on capitol hill with certain props
and messages that could carry over to other actions in DC and local actions

Robby
- have a series of action with someone to physically move the
media through actions
- force media to be at each action
- timing coordination, spread out over the day

Lisa
- lets' keep in focus who we're impacting and what is our
strategic purpose
- hopefully people are open to a collaborative process
- need to have public assembly sites
- beginning, middle and end pieces to connect people
- interesting to target K street lobbyists and war profiteers
- near other sites, involves actions that are impactful but not
arrestable

Nadine
- fyi - the Washington Peace Center talking about putting
together permitted space
- several groups have permits for several locations
- we should apply for permits now
- the weather is the worst in march
- we should take that into account as we plan actions and think
about regrouping spaces and shelter
- doesn't want to play to media
- wants to interrupt war machine
- not ready to say yet to stagger actions
- we can't force the media to do anything
- feeling like we should have a few big actions rather than 25
random smaller actions
- coordinate geographic clusters of actions
- actions should start around same time to split up police
response

Siri
- in Bay Area, planning to do actions at campaign headquarters
- maybe target some campaign offices, put both parties on
notice not to ignore us

David Myron
- wanted to pick up on a few things that people said
- we're talking about framework
- need to talk about inspiration & motivation
- important to have graphic that inspires and represents action
framework
- likes the pillars of war idea, target each of the pillars
- look at successes and challenges with mass actions on
September 25, 2005
- clunky, but worked out well
- didn't need too much coordination for three actions that
happened close together
- we can have something as loose as the pillars of war can
provide the framework

Leslie
- we're not trying to resolve this, just develop ideas and
thinking
- next item is outreach

Siri
- has there been any thought of how to use people coming from
all 50 states

Leslie
- no, not yet

Sam will coordinate permits

Leslie
- outreach related to DC action
- local groups responsible for local outreach
- we need to list groups to do special outreach to who have
done things like this and do serious outreach to new groups that have
connected issues but maybe hasn't done anti-war activities yet
- put together outreach plan, we can brainstorm now, won't all
be done tonight

Lisa
- add in local meetings and DC consulta

Leslie
- as soon as call is done, we want everyone and their cousin to
circulate it as widely as possible
- assuming all groups involved so far will circulate call, so
by next week everyone will have heard about it

Ted
- assuming in final version of call there will be a way for
groups to endorse
- helps build dynamic as the list of endorsers grow
- basic but important

David
- do you want people to endorse general call and civil
disobedience, or there is a way that general endorsement can imply
endorsement for civil disobedience call
- practical question, but doesn't need to be answered now

Leslie
- UFPJ has already put out a general call for the whole package
around the 5^th anniversary
- An endorsement for the whole package mean an endorsement for
the civil disobedience
- Some groups may just want to endorse the activities in dc and
not the whole package

Lisa
- not as concerned about endorsements
- worried about local meetings affinity groups, people to
actually organize
- roll-out of points of engagement
- local meetings across the region
- DC spokescoucil in mid-February and again right after NCOR
- Its really about the smaller affinity groups that show up,
not big groups that just offer a name
- That as well as traditional coalition outreach

Laurie
- local meeting February 1^st in NY with Rev Yearwood, Adam
Kokesh from IVAW, and Ann Wright
- inspire people to come to DC and get the word out
- set it up again in upstate NY around Wesleyan with Ashley's help
- build a model to gather people and get momentum going
- contact Laurie if you want to organize a similar event

Leslie
- Calendar to include a time frame where we would enourage
people to organize local meetings
- DC Consulta Februray 16^th
- More like a spokescoucnil meeting in early march

Laurie
- good to set dates to meet in DC

Leslie
- national office gearing up for phone calling all the member
groups
- doesn't happen that often
- will be encouraging people to get to Washington and do local
actions
- are there a few working groups that need to be set up to help
move the work ahead in a few areas

Working Groups that are prioritized -
DC Group - to do logistical work, infrastructure and on-the-ground
scouting, etc
Scenario/Action Working Group
Mobilization/Outreach

Leslie
- the work in DC has started
- the two toher need to get up and running
- Action/Scenario group would be based in Conference calls to
involve people from all over, continue conversation we were having
tonight about strategy, framework, etc
- Mobilization/Outreach group would distribute materials,
organize meeting in cities around the region

Can people volunteer for any of them?

- someone from CODEPINK
- Paul or someone else from Declaration of Peace
- Elaine Brower
- Peter
- Someone from War Resisters League
- Nadine
- Laurie
- Lisa

Jamilla
- will there be an evening venue on the 18^th

Lisa
^- Trainings and Meetings will need to happen on the 18^th

Nadine
- it would be useful to have money for a space

Sam is looking into St Stephens for space

Laurie-
Interested in helping with fundraising, will help Leslie and Lisa put
together a budget
Sam will help also

Elaine-
- worried about legal and medical

Sam is talking to legal and medical people

Leslie
- need a way for out of towners to plug into legal and medical
if they have that skill

Coordination Structure

Lisa
- not clear to anyone what the best way to organize at this point
- this phone call could be a place to make decisions
- there could be a coordinating committee or working groups and
point people
- as long as work is moving forward, don't need official
structure quite yet
- also have to negotiate between organizations, networks,
cities, etc
- maybe for now we just need to set up the next phone call

Ted
- it's a little premature to try and pin down structure to work
through March 19^th
- in NWNW we had regular conference calls, then working groups
primarily in DC became primary work and decision making with continuing
calls for those not in DC, basically became progressively more DC based
- hopefully we will have more involvement from other groups in
the region
- important for there to be representation from outside DC
- premature to mandate structure
- those who are actively working either in a city, a working
group, or an organization should all be able to participate

Leslie
- we know work needs to move forward
- as more people and groups get involved, need open lines of
communication and decision making
- for now, lets get working groups up and running and get local
processes up and running
- keep these calls going
- in coming period, think more about another level or type of
coordination
- don't need to push ourselves now

Sam will send note out to see if a call on January 30^th works for people
Next call tentatively set for January 30^th @ 9pm eastern

Action Call
- Thursday January 24^th @ 8pm eastern

Mobilization/Outreach Call
- Tuesday January 22^nd @ 8pm eastern
