Thanks. This is of course inexcusable. I sometimes wish I was running
this department, but I am not. Indeed, no one seems to have been running
DPR for a little while now. A new director is on the way. I am asking
the Deputy Mayor to intervene in still another matter that, as promised
to me and others, ought to have been handled months ago by staff.
Ms. Jackson: Is this in any way the responsibility of WASA? Or is it
entirely DPR? Please give me the latest status on this.

Here is where things stand: there is a newly installed water line (aka
hose bibb) running from the entrance of the Kid's Playground to the
Kalorama Community Garden. There is no water in that line, and there
apparently never will be, because the new line doesn't connect to a
functioning service line, which would connect to a WASA line at the edge
of the park.
Here is text from Paul Chiland's email of May 31st that no one has yet
responded to:
"The fact that there is no water at the existing hose bib should not
have been a surprise to anyone. In the summer of 2003 that hose bib was
reported as out of service to multiple agencies, and Councilman's
Grahams office. At that time, work had begun and then stopped on
bringing a supply line to the garden. That project was never completed,
but neither was the repair to the pre-existing hose bib. Since that
time, the entire playground area has been excavated, so what bearing
this had on the adjacent bib may be unknown".
So, Councilman Graham:
(1) Could you please report back to me and the other tax-paying, voting
Ward One constituents who have plots in the Community Garden IF and WHEN
the District plans to COMPLETE the water line and link it to a WASA
service line so that there will actually be water? We would especially
like to know whether or not we will have to carry water to the garden in
buckets THIS WHOLE SUMMER, like the last two summers.
(2) If you can't report back on (1), then at the very least could you
please have DPR prepare an estimate of how much money the District has
spent, since 2003, on repairs and construction for a water line that has
thus far not delivered a single drop of water? The figure need not be
precise-- just round it off to the closest thousand dollars.
