Subject: Special Parking Restrictions Take Effect this Weekend

Dear Friends:

This weekend, Friday and Saturday nights, is the first weekend of our
new DDOT/DPW parking restrictions from Columbia to Kalorama on the west
side of 18th Street. There will be no parking permitted on that side of
the street from 9 PM to 3 AM. Standing is permitted and the restricted
valet parking areas are preserved but not expanded.

These restrictions are being put into place following a public comment
period, and with the support of the ANC and myself.

This is a several month trial effort of an idea that has been discussed
for many years. Its purpose is to further encourage the use of public
transportation and to relieve congestion and gridlock that routinely
occurs at late night hours. There is serious concern that emergency
vehicles would not be able to move down 18th Street, which is, its
important to recall, a major east west artery from Connecticut Avenue.

It is not the only step we are contemplating, and there is at present a
transportation study which is considering other steps including taxi
stands &c.

What typically happens is that people park in these spaces on Friday and
do not move until the end of the weekend. (This is possible because
there is no meter parking enforcement on Saturday.) Thus there is not
much turnover in these spaces in the course of a weekend.

Although this is a tow away zone, we will not tow initially. There will
be tickets issued.

If we discover major issues or problems, we are all prepared to take
appropriate action.

I will be there this evening.

Please pass this on to others that may be interested.

Bests Councilmember Jim Graham
