Mr. Gallagher, Kalarama Guesthouse has informed this office that the
guesthouse didn't request and doesn't need a drop off restrict.  Therefore,
the newly posted signs will be removed.  The previously unrestricted space
abutting the guest house will be converted to residential permit parking.

Sorry I have been away  for a few days.
DDOT never contacted  ANC1C about this--- I think this is a joke --- and not

fair Mintwood Street. I  will push DDOT and Graham about this.  Adams Inn
doesn
â??t have 15 min  zone why do they need one?
BTW My brother, his  wife and their son wanted to come out to DC for my
son's
baptism but the  Guest House won't take kids. It appears that youth "ruin
the
DC experience"  for adult guests.

DISTRICT'S TAX OFFICE EXTENDS HOURS OF OPERATION
AS FILING DEADLINE APPROACHES
Taxpayers Receive Free Tax Preparation, List of Most Common Tax Filing
Errors
(Washington, D.C.) As the April 18 tax filing deadline approaches, the
Office of Tax and Revenue (OTR) will extend its customer service hours
beginning April 3 in an effort to help taxpayers receive the information and
services they need to meet their tax obligations.
OTR's customer service walk-in center at 941 North Capitol Street, NE, will
offer extended service hours April 3 through April 14, Monday through
Friday, from 8:15 a.m. to 6:00 p.m. Service will also be available Saturday,
April 8 and Saturday, April 15 from 9:00 a.m. to
1:00 p.m. On Tuesday, April 18, the center will be open 8:15 a.m. to 8:00
p.m.
OTR will also offer extended telephone service hours April 3 through April
14, Monday through Friday, from 8:15 a.m. to 6:00 p.m., and on Tuesday,
April 18 from 8:15 a.m. to 8 p.m. The service center can be reached at (202)
727-4TAX (4829).
Customer service representatives in the walk-in service center will prepare
District individual income tax returns at no cost for anyone requesting the
service. Taxpayers must bring a copy of their completed federal tax return,
supporting W-2 forms and any other information required.
Helpful Tips, Common Tax Errors to Avoid
Taxpayers are reminded to avoid the most common errors made when preparing
income tax returns. Filers should:
*            Double-check their math. Mistakes will cause delays in processing
their refund.
*            Round-off dollar amounts to the whole dollar.
*            Double-check their Social Security number, which is critical to
accurate processing.
*            Indicate their proper filing status on line 1 of the return.
*            Remember that line 10 on the D-40 form is not a total of line 3
through 9. Line 10 on the D-40 form is the same figure as line 22 from the
filer's federal 1040.
*            Remember to fill-in either the itemized deduction or the standard
deduction oval - not both. A taxpayer can choose one, and it must be the
same one chosen on their federal return.
*            Add dependent's information, such as name, Social Security number
and relationship status, on Schedule S.
*            Use Schedule J to calculate their tax if they are filing Married
Filing Separately on the same return.
*            Attach W-2 (wage statement) forms, and ensure that they are only
claiming D.C. withholding.
*            Attach a copy of required federal schedules (Schedule A, Schedule
C,
Schedule D, etc.).
*            Sign their tax return. Both primary and secondary signatures are
required if filing jointly.
*            Request a written confirmation from their tax preparer that their
electronic return was accepted.
*            If needed, request an extension to file their 2005 tax return by
April 18. All taxes must still be paid timely. The filing of an extension
only provides additional time to file the return.
Taxpayers filing a Schedule H, the Homeowner and Renter Property Tax Credit
form, should remember the following:
*            Include "square" and "lot" numbers for real property owners.
*            Include landlord name, address, telephone number, and the dollar
amount of the rent when claiming credits based on rent.
*            Report all income earned by all people living in the household and
provide the names and Social Security numbers of all household members.
*            Include a physician-signed certificate, as required, when claiming
a
credit for disability.
*            Remember that if you live in public or subsidized housing during
the
year, you are not entitled to a rental property tax credit and should not
file a Schedule H.

Dear all,
   For the record, the Guesthouse DID NOT request the city to put up these
new signs, or make any changes.  We were as surprised as anyone. Also, when
our driving guests checked  in (the vast majority of our guests do not
drive), they hardly ever blocked the street by double-parking.  They would
pull to the far side, with enough room for traffic to pass by.  Sorry these
new signs have caused some hard feelings--but again, the Guesthouse did not
ask for them.

  If the signs do remain, you also might consider repositioning the poles.
Right now 3 parking spots are lost, ? actually 4, since only one car can now
fit between the sign at the 1850 driveway and the Guesthouse sign.
  If a spot is a right, then I believe one space with yellow curb marks
would be adequate.

    Regarding the 15 minute check-in zone, would it be useful to limit the
time it applies, so that it's from 8am to 8:30, or 9, or 10 pm?  It's my
understanding that Kalorama Guest House doesn't admit folks after 10pm.
That way residents could park overnight (I know, it doesn't solve the
problem of needing a parking space at 5:30 or 7 pm), at least.

    I do not believe that this will reduce the double parking, but time will
tell.


    Until then, I suggest an act of civil disobedience:

    ..we rotate residents sitting on lawn chairs in the new parking spots
until such
    time as the spots are returned to the residents, or..


    ..compromise position - Kalorama Guest House enters into a "revenue
sharing"
    agreement with each resident on Mintwood Pl to refund the cost of our
parking
    permits, in exchange for their right to accommodate their paying guest.

    I object to the idea that this is necessarily a loss for "regular,
tax-paying
    citizens."  Those citizens who choose to own cars and park them on
public
    streets will be marginally inconvenienced by the decision.  But there
are many
    of us "regular, tax-paying citizens" who don't own cars or who own cars
but have
    realized that it is impracticable to rely on public streets for parking.
We
    clearly benefit from the reduction in double parking.

    My question is how did this get zoned as a commercial property in the
middle
    of a residential block?   A "Bed and Breakfast" is supposed to be owner
    occupied by law.

    I had asked ANC Commissioner Jim Graham to look into the seemingly low
tax
    assessments on these Douglas Jemal properties, but it seems to have been
    passed on , never to be brought up again.

    It is unfortunate.  Years ago there was a BZA case that challenged the
    bed and breakfast on  the basis of the new regulations that a couple of
    us worked on that were adopted by the Z.C.   We won the case, but on
    reconsideration the owners won .  We found out too late to do anything
    about it.  We have another case on Columbia Road across the street from
    the Wyoming.  We have complained to the zoning administrator to no
    avail.  I am planning an appointment with him to see if anything can be
    done (it's the house next to Bruce Johnson, for those of you who know
him).

    That is an excellent question and I agree that we should be able to get
an answer to that, but, I'm really just looking for equitible treatment for
all of the building owners of Mintwood Place.  If the Guest House can have
their own, exclusive street parking what about the rest of us?  Most of us
who live on the even side of the street have no parking.  We knew that when
we bought our homes.  But now, we have a special case being made for one and
only one building owner.  It's not appropriate and not right.
