[Mintwood-place] Dogs and children in the park -- owners of children have a responsibility, too

In the midst of this public dialogue regarding how to ensure the safe co-existence between dogs and children in the park, it is a good time to also remind parents and other custodians of children in the park to please, please, please teach your children to always ask to touch or pet dogs walking through the park.
Too often in the park, small children run up to dogs and try to touch them without asking for permission, even as their parents or adult supervisors look on without comment. I have had kids hurl themselves on the ground in front of my 17-lb dog and put their faces inches from her face -- while my dog is friendly to people, this is simply NOT acceptable and it's not safe. And it's not fair to the dog owner, who would have responsibility if the dog reacted badly.
This is a particular problem with small dogs, since children who might have a healthy amount of fear of a larger dog will come barging up to a small dog without respect for the dog's space. Children are often rougher than they mean to be -- for a small dog, what a three or four year old child considers to be patting is often hitting.
Parents and guardians should also teach children to understand basic queues from the dog. Tails down, ears down or the dog trying to back away are all signs that the dog does not want contact -- in these instances the child needs to take a couple of steps back.
You can always tell when a child comes from a dog-owning family, as those children almost unfailingly ask for permission to pet the dog first. Everyone should teach their children to follow this practice.

Dear Friends:
After carefully reviewing the Mayor's budget proposal for FY 08, I am
pleased to see funding for the arts, community organizations , and our local
parks in Ward One! Funding initiatives include:
? Caribbean Festival
? Dance Institute of Washington
? Duke Ellington Jazz Festival
? Lincoln Theatre
? ROOT (Reaching Out to Others Together)
? Source Theatre
In addition, there is a total of $2.5 million mainly for the reconstruction
of Girard Park (14th and Girard St, NW), and lesser amounts for Justice
Park and the triangle park near the Cavalier Apartments (14th and Oak St,
NW).
I have been working closely with the Mayor to ensure funding for these
projects. Other projects may be identified in the budget process.
There is substantial funding also proposed for new police hires, the New
Community at Park Morton, and others to be discussed in a subsequent
message.

The Columbia Heights Community Center will have its grand opening this
Saturday!
This is a great success story for our city and our Ward.
Since June 1999, I have been working with many others to transform what was
a serious nuisance property that the city was leasing (and did not own!)
into a useful purpose.
Its been a long haul.
But with the support of Parks and Recreation, the Office of Property
Management and many persons in the neighborhood, this brand new Center was
the ultimate achievement.
The center accommodates all ages and will house the Columbia Heights Youth
Club and other activities . DPR offices are on the top floor. The
center has 47,000 square feet .
In addition to a full recording studio, the Center has:
? Multi-purpose room
? Large In-door gymnasium
? Arcade (game room)
? Culinary Arts
? Stage for community performances
? Weight room
? Music studio
? Dance studio
In addition, there is a one-acre playground directly adjacent , which was
restored just recently.
Here is part of the answer for some of the needs of our young people. This
Center will open doors, that otherwise would not be opened.
Please join me and the Mayor, Councilmember Tommy Thomas and many others
at 1:30 pm, this Saturday, March 31, at 1480 Girard St (at 15th Street),
NW to celebrate the grand opening of the Columbia Heights Community Center.
We are hopeful also that Chairman Gray and other members of the Council
will be present.
Summer camp registration will be available, as well as refreshments.

It would be better to find a place in the park--if at all possible--for
a fenced off area. Is that not possible?

Dear Councilman Graham,
What is wrong with having a police car patrol the park in the evening
around the time when the kids are out playing and have the officers give
tickets to those individuals who are breaking the law? Having the dogs
off their leashes is breaking the law. The law is very clear on this
matter.
I have lived in Adams-Morgan for twenty years and there are far more
dogs running lose in the park than ever before. Something has to be
done. Or do we wait until another child is bitten or loses an eye?

It is my perception that most citizen reaction (by dog owners) to the
proposed dog park rules is that they are unrealistic and needlessly
restrictive. But why does the District allow so many non-legal dog parks
to flourish as it is?
Today's Washington Post Express (3/28, p. 40) displays a photograph from
Kalorama Park. A man and a dog, enjoying themselves on a barren expanse
where grass used to grow and kids used to play ball. The dog is off
leash, and the man should know that this is illegal in a public
recreation area. There are new signs in the park noting the rule, with
a phone number to call in case of problems. If one calls the number (I
have) one gets the Humane Society, who will ask if you have an abused or
neglected dog to report. "Not exactly". They will refer one to DC
Animal Control. Animal Control will pass one on to the US Park Police,
3rd district headquarters in Rock Creek Park. Meanwhile, as you know,
there is a DC police sub-station a block away, at 18th and Columbia. The
Park Police person will tell one that they do have primary jurisdiction
for enforcement, but will respond to the complaint of dogs off leash but
"in the order corresponding to enforcement priorities". Of course, they
never ever appear in Kalorama Park.
So my question, Councilman Graham, is this: what will it take to get
existing dog laws enforced in Kalorama Park?
I will be happy to forward your answer to the little girl who was bitten
by an off-leash dog in the park last week.
