Why are you spreading false information about the Community Garden? It is
not a private garden, it is part of a city program decades old (See
Washington Post Weekend Section, April 13, 2007) that gives small parcels of
land to City residents who may not have space where they live to garden.
Secondly, that you have continue to say private garden is not accurate. The
garden turns it's plots over to a new gardener after five years of use, or
if they move from the neighborhood. The garden is open to anyone who wishes
to visit when ever there are gardeners present. The only reason for locks on
the gates, is that tools and other items have been stolen in the past, and
vandalism is a problem in this area. The garden conducts an annual lottery
for neighborhood residents not because it is a private garden, but because
demand for garden space far exceeds the minimal space available.
Since I know you have been informed of these facts by others, I must now
question your motives for continuing to spread false information.
Why also in trying to create a "solution" are you pitting one group against
another.
By your same logic, are you not taking one private area, and replacing it
with another private area?

Thanks to everyone on this list (and other lists) who wrote and shared
comments on another option to creating an appropriate dog run in
Kalorama Park.

I've posted a web page with images of a suggestion that takes into
account the concerns over the ecological benefit of the existing hedge
in the park and also adds a 'people only' area for anyone to use,
instead of the small handful of residents who use the private gardens
now in place.

The idea is fairly simple and less expensive than the proposal to
close off a street and relocate a traffic light. By moving the current
hedge that abuts the sidewalk near the private gardens 90 degrees and
rerouting the sidewalk around the new section, an area about double
the size of the private plots would be created from 1) the private
gardens, 2) the space currently taken up by the sidewalk and 3) a
small patch of the center area of the park.

The existing and relocated hedge will create a buffer for the dog run
from the rest of the park. With this layout, passersby would be able
to see the entire dog area, as the side facing toward Wyoming Avenue
would be fenced with an open view. This will address some of the
security concerns present over the corner of the park that is now
almost completely hidden away. Additionally, by simply moving the
hedge instead of removing it, the ecological importance of the hedge
is not impacted.

I am sure there are other proposals that can accommodate dogs using
the park. As we know, the police ticket dog owners who take dogs off
leash about as frequently as they enforce the law that requires there
to be at least three feet in front of and behind cars parked on the
street. Therefore, it's in our community's interest to find a plan to
accommodate friends of dogs (owners and people like me who do not own
dogs) and those who would prefer to not interact with our four legged
friends.
