[Mintwood-place] UPDATE: RE: One Dead--More Violence at Steak and Eggs; Close this Place!

Dear Friends: 
 
Yesterday the owner of this restaurant, Joseph Vamboi, called me to tell
me that he had decided to close the business, and move on. He stated
that he did not feel safe going there, nor did his employees...after
three people had been shot, one dead, INSIDE the place in less than four
months.
 
This restaurant--as those who live and work nearby will tell you--has
been the course of great complaint for years, even predating the
ownership by Mr. Vamboi. There are numerous allegations of problems
within the establishment.
 
Like other problem establishments, it has been for sometime a magnet for
violence. (Certainly, if this place had had a liquor license, with
people shot on the premises, the Police Chief would have shut it down in
the first incidence in March of this year. And the ABC Board would have
probably commenced revocation proceedings. But no liquor is served
here.)
 
We can all take pride in the very positive developments that are
accruing on the 1900 block of 9th...fine restaurants, exquisite bakery,
florist...they all deserve our patronage and support. 
 
The block  is really changing for the better.

At about 2:40 AM, an as yet unidentified person was shot inside Steak
and Eggs (aka Joe's Restaurant) at 1938 9th Street NW. (Steak and Eggs
does not serve alcohol.) He was transferred to a local hospital where he
died.

 

According to police report, the killing occurred after an argument with
another person.

 

There is an MPD crime camera at 9th and T, and it is being downloaded
for possible evidence.

 

This 24 hour restaurant is notorious and dangerous. 

 

I am including in this email a prior email string (which I have edited)
for the shootings that occurred here in March of thsi year. At that
time, two men were shot and wounded in this restaurant. It has long been
the subject of neighborhood concern and complaint concerning drug use
and what is clearly a magnet for violence. Cmdr McCoy then detailed the
significant number of police calls to thsi address (see below).

 

Following the March shooting, it was shut down for a period of days. But
has since reopened, apparently under this new name of Joe's Restaurant.

 

In an email (see below) dated March 20, I called upon DC Attorney
General Singer to examine whether the drug nuisance law  could be used
to close the place down. (Ms Singer, what happened to that request?) I
am repeating that call for action now, and also including the DCRA
Director, Linda Argo, to review and revoke the certificate of occupancy.

 

There may even be a criminal pattern here, of the shooter waiting for
persons to arrive and then entering the business to shoot them...since
that is what appears to have happened thsi morning and back in March.

 

We need to take action before there is even more violence at this
location.

CM Graham,

Lt Delisi and other members of the CORE team visited this address on
3-15-07 as part of their mini-fight back at which time the owner was
sited by the DCFD for 3 code violations.  This was just 2 days before
the shooting.  

I pulled the calls for service for the Steak and Egg Restaurant. You
will note that some of the calls are related to the same incidents, but
it looks like as many as 37 different calls to this establishment over
the last 18 months.  Most of the calls were probably made by management
themselves for assistance at their restaurant. I see only one call
related to a drug complaint.

Thanks fro your thoughtful reply. I am with this email asking Attorney
General Singer to examine the Steak and Egg as a possible drug related
nuisance property. Commander McCoy, also included herein, can tell us
about the number of police calls and police actions associated with this
address. There may be a case for taking action under that law.

Dear Friends:

This morning--at about 4:30 AM--four Black males went into the Steak and
Egg 24 hour restaurant, and fired on several persons. Two were wounded,
one has already been discharged and the other is in the hospital in
serious but stable condition (at last report). One man was from Las
Vegas, and the other from Madison Hts, Virginia.

There are a number of witnesses although the area was pretty much empty
since the bars had long since closed for the night.

Police were on the scene almost immediately.

I will tell you more as I receive the information.
