Lt. Dykes, Thank you for your action in attempting to provide MPD
protection on the 1400 block of Girard for Saturday night. Had those
officers remained, little Terry would probably be alive today. Instead
they were, as you confirm, pulled away even though a 16 year old girl
had been shot at that location the night before. The earlier shooting
alone ought to have been sufficient to underscore the VERY SPECIAL need
on that night for police protection. 
 
Thank you also for this forthright statement (which is copied below). I
really appreciate how upset you must be.
 
I am tempted to ask you on whose order the police were withdrawn from
Girard, but I will restrain myself.

As many of you know there was a shooting in the 1400 block of Girard 
St. NW last night which resulted in the death of a juvenile. I am 
very frustrated with what happened. I am taking the time to let you 
know the following info:

There was a Redeployment Officer posted in this block last night. In 
addition I had also posted a PSA 304 Powershift Officer there to 
monitor 1400 Fairmont St & 1400 Girard St. NW. I had met with PSA 304 
officers and 3D sergeants to ensure that 4 specific locations in PSA 
304 would have my officers deployed there each night until 2:00am, at 
which time they would then have additional responsibilities I had 
given them. 

There was an incident in the 7th District where multiple citizens were 
struck by a moving vehicle. Officers were summoned throughout MPD to 
assist them. Unfortunately both the Redeployment Officer and the 
Powershify Officer that I had monitoring this block was taken off of 
this assignment and directed to respond to 7D to assist with the 
aforementioned incident that happened there.

Lastly, this location will have directed patrol until further notice 
and I will have the officer I had posted there to continue to give 
this area special attention and directed patrol.
