[Mintwood-place] Noise and enforcement

There was more noise on Mintwood between the hours of 2:30 and 4:00 last
night than there has been all day today. Did anyone else get woken by
the delivery to the guest house at 6:30? (I know I am a light sleeper,
but just wondering.)
It was made by people who had been out at bars and restaurants and
either don't realize or care that they are walking through a residential
neighborhood. Groups seemed to come through every 10 to 15 minutes,
although I didn't have my stop watch.
I think that is unrealistic to expect police to get a call and show up
in time to stop the noise. In fact, by delaying the people's departure
it may cause more noise. The posting of police officers at corners
would be a good thing if they were available, but it doesn't seem that
they are. I don't even know if the officers are on the street or in
cars driving around.
The number of people coming into the neighborhood (7000 visitors to 7
police officers on duty) makes the task of enforcement pretty near
impossible. Combine that with all of the "Taverns" who are serving
people unlimited alcohol, which lowers inhibitions, making them louder,
and we end up with a lot of loud, drunk people coming out of the bars at
2:30. Some go right home, others hang out at a friend's or some may go
to the diner to get a bit to eat and then walk to their cars. That
extends the window, in my estimation, until 4:00. My sense is that most
of the noise seems to stop after that.
Maybe the "Residential Only" parking is the most realistic solution in
the short term. (As long as it is enforced) Are parking enforcement
officers working after midnight? What about residential only from 11:00
p.m. to 6:00am? It would have to be for all of Kalorama Triangle to be
effective; otherwise people would continue to walk through, just as they
currently are.
I think most people going to the taverns start to show up around eleven
or later. Does anyone else have a sense?

Actually, Abby Ziff mentioned that Cashions was open until 3am in the
end of one of his emails which triggered quite a bit of interest by
Maria Delaney, Director of the Alcohol Beverage Regulation
Administration.
So even if you didn't request a review of Cashions, they got one anyway.
Your sarcastic email fails to address a bigger problem. If you're
calling the police to report noise, how come they don't show up? I
agree with Todd, this is a police problem. Wake up the cops sleeping in
the alley and station one of them on 19th and Mintwood or Columbia and
Mintwood... or both.
I was coming back from the Gallery Place at around midnight and there
were 2 very militant looking police officers standing in the Woodley
Park metro lobby. There's NOTHING of interest going on in the Woodley
Park metro. Why not put these guys in Adams Morgan?? I see a
fundamental problem of distribution of resources. Just one officer
standing at the corner of Columbia and Mintwood would solve this
problem.
Are there volunteer peace officers in the district? The kind of
officers they have in NYC that wear uniforms but don't carry weapons?
Just their presence would remind people to respect the residents of the
neighborhood. They would also serve to alert real officers of an
escalating problem.

It has nothing to do with how hip you are or not, it has everything to
do with a sense of perspective and a realization that some people like
to stay up late on occassion and some people like to drink. That doesn't
mean they get to cause a disturbance or urinate in someones front yard.
That is a POLICE problem, not Cashions problem. I highly doubt Cashions
patrons are the source of those problems. If they are, call the cops or
let's ask the police to patrol more. My exasperation is with people who
live in an urban setting but seem to want it to emulate a suburban
tranquility and impose their views on everyone else. You certianly have
a right to express your views, some of us are just sick of "the noisy

up and down Mintwood Place, shouting at the top of their lungs, throwing
up on the sidewalks, and relieving themselves in the gardens.
I don't know what street you live on, but I'm sure you would
agree quality of life concerns such as these are worth discussing. It's
not my intention to harrass legitimate businesses,

Dear Councilman Graham:
I have heard that some people have recently complained
about Cashion's Eat Places introduction of later food service and are
agitating for some sort of licensing process. I wanted to write to you
to object to this type of harassment of a outstanding neighborhood
contributor that is providing a high end service that will either be
supported by custom or not. As someone who lives in the neighborhood
and encounters plenty of Adams Morgan's late night revelry, I think it
is FABULOUS that we have a fine dining establishment that is willing to
stay open late. I can not fathom why anyone would object to this. What
do they want? Cashion's to go out of business and either some national
shoe store in its place or worse from their standpoint a heavy drinking
beer hall? If people don't like the lively nature of the neighborhood,
they are welcome to move t o Hern don.
I hope we can count on you to rebut this sort of
harassment of neighborhood businesses that are trying to serve local
