Action Plan
Prepared by Lt. John Kutniewski
MISSION:
Reduce crime within PSA 303 through specialized enforcement, thereby creating a safer environment for the citizens of the District of Columbia.
The residents and visitors of Adams Morgan have been victimized by large numbers of street Robberies, Thefts, Theft from Autos, and Burglaries. The large influx of visitors, especially on the weekends, allows for predators to blend in, as well as quickly get away undetected. Therefore, I have implemented the following action plan:
Plainclothes Tactical Unit
The focus of this unit will be stopping crimes of violence before they start. They will be targeting specific areas and, being in plain clothes, will be able to get closer to predators without being recognized. The foot officers will be in two (2), two person groups working closely together. The officers will work under the supervision of the PSA sergeants. They will also coordinate their efforts with the Third District detective’s office by identifying previous suspects arrested for crimes.
These officers will work from 10:30 PM to 3:00 AM, Thursday, Friday and Saturday. They will be assigned to specific areas according to crime data.
Mountain Bike Officers
Their objective is to assist the plainclothes tact unit by remaining close enough to respond for assistance, but outside the specific area of the operation. They will also identify individuals on the beat that are suspected of criminal activities.
Uniform Officers
PSA 303 has been divided into five sections. There will be officers assigned to each section for each tour of duty and specific days during the week. They are responsible for patrolling their assigned area between assignments. The boundaries are;

PSA 303E 18th Street to Ct. Avenue, Columbia Rd. to Florida Avenue NW
Club Zone
The below listed posts will be staffed by members of the Patrol Support Team Initiative and Third District Powershift on Friday and Saturday evening and midnight. Their objective is to maintain high visibility, crowd control, and respond to assignments on 18th St., N.W.

PSA 303 team members will work closely with Court Services and Offenders Supervision Agency (CSOSA). CSOSA Division constitutes the probation and parole system for adult offenders in the District of Columbia. The Division provides a range of case management and related supportive services through an organizational structure that includes six branches. These diverse services support CSOSA's commitment to public safety and crime reduction through the provision of timely and accurate information to judicial and paroling authorities and the close supervision of probationers and parolees released to the community. Victims of crimes
The policy of the Metropolitan Police Department is to treat all victims/witnesses in a respectful, responsive, and compassionate manner that reflects the Department’s recognition of the trauma of victimization. A member’s interaction with the victim/witness of a crime shall not contribute additional harm. Toward that end, MPD members assist crime victims by providing them with information about their rights and available programs and services that can help them cope with physical injury, emotional trauma, and economic loss. Public Education and Safety Awareness
To reduce the risk of being a victim, I have listed a few simple safety precautions for:
Robbery
􀂾 Walk in well lit areas during the night time hours.
􀂾 Avoid walking alone if at all possible.
􀂾 Be aware of your surroundings.
􀂾 Do not “Flash” your money where others can observe.
􀂾 Don’t be crowded at an ATM
􀂾 If it does not feel right, it probably isn’t.
Theft From Autos
􀂾 Do not leave anything in plain view. Criminals will steal anything.
􀂾 Record all electronic serial numbers.
􀂾 If you do not want it stolen, do not leave it in a vehicle.
􀂾 Do not leave spare change in the console.
During the next few weeks, officers will be distributing safety tips literature. Other safety tips can be obtained at http://mpdc.dc.gov/mpdc.
Ticket Enforcement
As of January 4, 2008, DPW resumed parking enforcement in the Adams Morgan area on Friday and Saturday evenings from 9 PM until 1:30 AM. They cannot tow vehicles because of the lack of an in-town impoundment lot. However, they hope that ticketing vehicles posing safety hazards will achieve some measure of relief for the community.
