The garden is run by the gardeners, under these conditions: everyone rotates out after 5 years, gardeners represent a diversity of people,  you must participate in Kalorama Park cleanups, noone "owns" or "inherits" the plots.  Find the current garden coordinator and ask when the next open call is.  Usually, at least one/two opens up every year after people realize how much work it is.
