Councilman Graham:

Re your comment:
"The Council voted to re-open the road in 2003 with the use of federal 
funding.  For the past two or three years the Federal government has 
obstructed the project through a series of delays".

That's pure horse manure, unworthy or a Councilman who has done so much 
good on other issues. The "series of delays" was the federal government 
   insisting, after they were challenged, that the Klingle Road project 
proposal had to pass the normal federal environmental impact review 
process.  The Graham/Fenty gambit to spent "$2 million of local money" 
meant foregoing federal matching funds for the project in order to skip 
the environmental review. That makes no economic sense in these harsh 
times, and it doesn't make environmental sense either.

You should spent more time talking to your colleague Councilwoman Cheh 
about all this. Try a walk in the quiet Klingle forest.
