[Mintwood-place] Confused as to why our tax dollars are going toAvalon Condominium?

Jim - can you provide some additional explanation?  I just happened to be on the top floor of the building across the street this weekend and noticed that they are using asphalt shingles on the Avalon roof, whereas the original was apparently red clay tiles (see http://www.mydcagent.com/photos/2627_adams_mill_rd_nw.jpg).  I thought the idea was to restore the building to a historic standard that the condo owners' insurance didn't cover (although the e-mail below disputes that there was a shortage at all).  Certainly their insurance covered asphalt shingles, so I'm not clear on what extra we're getting for the money.

  I have some confusion as to why our tax dollars are going to a condo building with a small number of mostly white owners, financially solid persons, when condo assciation and building management had insurance that covered the entire amount of renovation?
