   Monday at Kalorama Park, DPR (contractor with the word Turf in their name?) attempted to rectify the gouged out tire tracks and erosion areas along the 19th St and the Kalorama Rd sides.  They put down topsoil, sprinkled seed, and scattered a light layer of straw. But they did not rake the seed into the topsoil.  The birds loved it and we watched as most of the seed was eaten yesterday morning.
    Do DPR procedures call for topsoil, then seed, then another light layer of topsoil cover before straw OR at a minimum to rake the seed into the topsoil -- to mix it in?  Assume DPR specs call for this? Did the contractor perhaps have a technical slip-up on the last step?
