What I could not determine from your mail is if the dumpster is on the street or private property. On the assumption that it is on public space, I am including DDoT's Aaron Rhones for a confirmation of the permit.

Hi Neighbors:
This morning (Friday) I reported the problem dumpster & building clouds at 1854 Mintwood to the Department of Consumer and Regulatory Affairs, which informed me the people have a permit for the dumpster. (We already knew that.) The best DCRA can do is send an inspector out "on Monday or Tuesday."
I then called the Department of the Environment--main number. They have their answering machine on; I didn't leave a message.
While the air is blowing we are all breathing in this gunky crap, and stepping in the dust and tracking it around. We have at least several small children on this street, who are more vulnerable.
I know that government officials watch this list. Pardon me for being pissed, but this is the sort of thing you need to address--not mysterious animal noises.
