[Mintwood-place] mountain of wood chips in Kalorama Park?

Jim, please see attached photo.  Apparently this huge pile of wood chips is for the playground.  Can you find out why it was dumped on the grass at the south end of the park, nowhere near the playground?  We have asked DPR not to ever dump wood chips on the grass, as it tends to kill it, and we have also asked DPR not to drive vehicles and park them there for the same reason, as also shown in the photo.  Will DPR replace the grass as necessary?  Can you also find out why a single man is moving the wood chips from the pile to the playground, one wheelbarrow at a time?  This is really ridiculous.
