[Mintwood-place] DPR Lack of Response

I made  FOIA requests for documents about the Kalorama and Mitchell Park projects in May and then September, 2009.  Late in September, 2009,  I received a small handful of DPR documents, including one of the only invoices thus far for the project (attached) which clearly discloses that the sleazy contractor billed DPR for "tree protection" on the same day that, by coincidence, I had photographed many Kalorama Park trees without any protection from the bulldozers (attached).

Eight months passed, with no further document disclosure.  After all else failed, I made an Administrative Appeal to Mayor Fenty's office for this blatant violation of FOIA.  I have now received DPR's response.  I was sent a set of emails, sorted  in alphabetical order by the email subject, so most of the emails are: "Re:whateverA, Re:whateverB,..." without any indexing by the person sending it or receiving it, nor any indexing or ordering by dates, presented in a way to make them as inaccessible as possible.  

It is also interesting what was NOT disclosed: not a single DPR document-- not an invoice, not an inspection report, not a payment notice, nothing. Nada. Zip.  

Well, DPR, if that's the way you want to play the game, then back I must go to Mayor Fenty's office and the Office of the Inspector General and maybe the Grand Jury.You gain little by compounding your crimes...  and the parks and the people gain nothing.
