[Mintwood-place] Community Garden at Kalorama Park

I have just learned that this year's community garden lottery is February 11th, but I haven't seen it promoted around the neighborhood - aside from a flyer taped to the garden fence in the park and on the rec center bulletin board - or on any of the neighborhood e-lists. Is this enough time to let neighbors who have never had a chance to garden know about this opportunity? especially since people do not (as they do along the sidewalk, for example) walk by the garden frequently, particularly in the winter. People ask about the garden all year long, and provisions for signing up ought to be available for several months, at a minimum. Also: Have the rules changed regarding the number of years one can have a plot in the Garden? I have talked to gardeners who say that if a coordinator decides that a gardener has done extra volunteer work on the garden, then that person's term can be extended from the usual five years. Or if the coordinators themselves put in time, then the term of a coordinator can be extended. Is this true? If so, this violates the spirit of a community garden, and seems a backdoor way of keeping a plot for longer than five years, depriving others in the neighborhood of gardening opportunities. I understand it's difficult to get people to keep up the garden area, but there should be another way. The rules, in any case, should be posted on the two gates.
