Matt,
You can try to twist it around to another meaning, but here's what happened:
The AMPBID was formed with non-voting seats for the following "community
groups": Adams Morgan Main Street, Adams Morgan Business & Professional
Association, the Kalorama Citizens Association (KCA), and the Reed Cooke
Neighborhood Association.
No one asked KCA beforehand if we wished to participate. (Isn't that clear?)
Whether we had a vote is not the key point, and neither is whether we are a
property owner. We tried participation and it was meaningless. The AMPBID
Board is stacked with liquor license holders or their landlords who profit
from maintaining the status quo.
KCA has been, from time to time, in opposition to individual license holders
and is clearly against the excessive growth of that industry within Adams
Morgan, and has expressed such opposition through legal means available to
us, such as license moratoria and individual license protests.
Seeing no ability to work with such an entity, and wishing to have our voice
clearly heard, instead of having it muted by our name appearing on the
letterhead of the BID for letters to City officials on subjects where we
strongly disagree with AMPBID positions, KCA in November, 2011 severed the
relationship.
I am very glad we took that action, and glad for the support of the KCA
membership who voted to approve that resolution, or otherwise, KCA's name
would have been on this letter:

Director, after a patron was stabbed 3 times, inside the establishment, for
stepping on another patron's foot.
It is the irresponsible leadership of the BID which I refer to below that
would allow such a letter to be written. Such lobbying actions are unwise
and a detriment to public safety in Adams Morgan, and also illegal under the
BID statute.
It's an old strategy to try to neutralize your opposition by "keeping
everyone under the tent". KCA has chosen to breath the clean air outside
that particular tent.

Dennis - I can't tell from the parentheticals in your last paragraph what
your point is. As you know, the KCA is not a property owner in the
geographic BID area, so it was not permitted by DC statute for anyone to ask
the KCA to participate as a voting member when the BID was created. This is
the case with all BIDs in the city. So the only option was non-voting. Are
you saying that the BID gave the KCA seat a non-voting seat without asking
first? If so, apparently you didn't object, as you only recently severed
the relationship after years of agreeing to it.

You can view the Board Order and learn what conditions and consequences will
apply to Club Timehri after the incident on March 10, 2012, when a patron
was stabbed 3 times and hospitalized after stepping on another patron's foot
inside the establishment.
This is the incident that led Kristen Barden, Executive Director of the
Adams Morgan Partnership BID to write a letter of support to the DC ABC
Board on AMPBID letterhead for the owner of Club Timehri, Jonathon Wells,
who is also a member of the AMPBID Board. That letter was withdrawn two days
later in an e-mail to ABRA Director Moosally, due to community pressure.
Copied on that e-mail were Constantine Stavropolous, owner of Tryst and the
Diner, Co-President of the AMPBID and Stephen Greenleigh, a landlord in
Adams Morgan, who is the other Co-President of the AMPBID.
This sort of irresponsible leadership is precisely why the Kalorama Citizens
Association, in November, 2011, approved a resolution severing our
relationship with the AMPBID, which was created (without anyone asking us if
we wished to participate, by the way) with a non-voting Board seat for KCA.
