Gumbleton and Rev. Richard Toll. I will look forward to sharing in an upcoming
email a summary of our trip as well as posting photos on the website. Listed
below are a few options if you are interested in learning more about the
current situation in the region.
In this email, you will also find several upcoming presentations on the
SOA/WHINSEC and an excellent article just published by NACLA that discusses the “
New SOA…”

II. North American Congress on Latin America
NACLA is an independent non-profit organization. It provides policy
makers, analysts, academics, organizers, journalists and religious and community
groups with information on major trends in Latin America and its relations
with the United States.
Be sure and check out the March/April 2008 edition entitled: “Guns… The
Small Arms Trade in the Americas”
According to the World Health Organization, between 73,000 and 90,000 people
in Latin America and the Caribbean are shot to death each year, as Rachel
Stohl and David Tuttle note in this issue’s opening piece. In a seeming
paradox, gun violence in many countries in the region has actually increased since
the cessation of formal warfare.
…One of the most prolific examples of illicit Latin American arms
trafficking is that of Chilean dictator Augusto Pinochet. As Roger Burbach writes,
Pinochet personally enriched himself and his family in the lucrative
international arms trade (not just small arms, but big arms, including cluster bombs and
missiles). By 1998, when he was arrested for crimes against humanity in
London, Pinochet “stood at the pinnacle of an international arms empire.”
Also in this edition:
“An Investigation: A New School of the Americas in El Salvador
By Wes Enzinna /
Semi-secretly established in 2005, a Salvadoran branch of the International
Law Enforcement Academy, a U.S.-sponsored global network of police schools,
has angered critics and human rights activists, who wonder if it will
perpetuate long-standing patterns of police and military abuse in the country. A
NACLA investigation sponsored by the Samuel Chavkin Investigative Fund finds that
establishing transparency in the academy’s operations—including making
public its course materials and the names of its graduates—is the first critical
step in ensuring it does not become, or has not already become, a new School
of the Americas. Photos: Linda Panetta
