[SustainableTompkins] Dryden now allowing some renewable energy

The Journal had an article a few months ago on the halt in renewable
energy development in the Town of Dryden over the last year, but hasn't
noticed this week's activity.
The Town Board improved the situation with a 5-0 vote to establish a
Special Use Permit process for small wind (up to 10Kw, though more
possible if on-site use is heavy) and other small systems. Many systems
are exempted from the process as well.

It's pretty clear from the public hearing that this isn't a perfect law,
but it's a first step, and should let Dryden residents get started with
this technology. I don't think it's the end of the conversation, but it
at least clears the way for forward motion.
