A nearby CAFO- McMahon's EZ Acres north of Homer- has stepped up its
spreading of liquid manure on a nearby field (that we believe is leased
for this purpose)  The odor last few days has been choking at times,
making us nauseous.  I recall a ST message about a farm that ceased
spreading after neighbors complained (cant find that message). If you
have this, please forward- thanks.
 
Before we approach the farm or government agencies, I thought I'd ask
this list if they have anything to recommend that would save me some
wasted effort.
 
See recent response from Harold Brown below. (Note they did spread
within 24 hrs of the last rain and the field is just above Grout Brook
the main feeder to Skaneateles Lake- Syracuse water supply).  Anything
anyone can add would be much appreciated.

Theoretically, every CAFO must file a BMP (Best Management Practices)
for manure disposal with the state.  You should be able to obtain this
either from the CAFO or from the DEC.  This plan lists maps which should
show all water ways and drain tiles.  It also will give application
recommendation for each field.  Once you have this you will know whether
they are spreading/spraying in compliance with the BMP.  There is
another consideration, the 24 hour rule.  The 24 hour rule states that
manure cannot be spread 24 hours prior or after a hydrological event
(rain).  Manure is not to be spread/sprayed on frozen ground or snow
either.
 
You might do well to have someone take water samples from both surface
water and ground water sources in the area and have them tested.  This
will establish a base line in case you need to pursue the issue further.
The tests should check for total coliforms, E. Coli, total phosphorus,
nitrates and nitrites, chloride, BOD 5 or oxygen content, ammonia, and
TSS or total suspended solids.
