[SustainableTompkins] list digest mode, revisited, yet again

Whoa, that's not fair to Steve.

Software like mailman is *far* from intuitive to manage.  I can't
even be sure that the advice I've been giving Steve is correct
till I'm sure he's tried it.  I was only able to get the list I
manage for TCLocal to work right after asking Simon StLaurent for
help, and I'm supposed to be a computer professional.

The next level of support isn't something that can be taken for
granted, either.  I don't know the folks at mutualaid, but I'm
pretty sure they're all volunteers, like the ones at ibiblio, and
like the people who work so hard to keep Sustainable Tompkins
going.
