Household energy efficiency can be greatly improved through simple no-cost,  
low-cost measures, but people need a chance to learn how buildings and their  
heating, cooling, and electrical systems work.  Neighborhood or  church-based 
learning circles for do-it-yourself home energy improvements can  give people 
both knowledge and a chance to learn skills through hands-on  weatherization 
activities.  Trained people coming out of the circles can  help neighbors who 
aren't able to do these chores themselves.  
 
That's the basic formula behind the EECO (Energy Efficiency Community  
Outreach) circles that ST started last June.
