That is sad news re: bike lanes. I hope that can change someday.
You said: "Economically it takes a density of 8,000 or more persons per square mile to generate the traffic to sustain a reasonable level of public transit. Overall the average population density of the city of Ithaca, excluding the suburban and rural fringes, is only about 5,500 persons per square mile."
It would be interesting to know what year those figures were made, and what the effect of rising fuel costs will have on that, especially with recent figures on increased transit use.
