[Wpfw-lsb] Fwd: WPFW waivers policy?

dear local station board:

this evening, i would like to offer the following two motions about the waiver policy that our board has yet to interpret for wpfw-fm radio station:

(a) "i move that, at wpfw-fm radio station, persons in prison, homeless people with disabilities, and disabled people unable to afford our $25.00 membership dues can become a member of wpfw-fm and of pacifica for the 2004 election by preparing and delivering to wpfw-fm radio station a declaration under penalty of perjury or a notarized statement that states the following:
(1) "'i, [the name of the person seeking the waiver], declare under penalty of perjury that i live at the [name of the prison where government imprisons person seeking waiver] and i have been sentenced to stay in this prison until about [the date of the estimated end of the prison term]; i also state under penalty of perjury that i cannot afford the cost of a $25.00 wpfw membership fee; and i finally state that i would like, and with this statement seek, membership in wpfw-fm radio station and in the pacifica foundation network, and i affirm that i will as best i can comply with the rules governing the pacifica foundation network and the wpfw-fm radio station.

(2) "i, [the name of the person seeking the waiver], declare under penalty of perjury that i am homeless or that i live at the [name of homeless shelter where person seeking waiver lives]; i also state under penalty of perjury that i cannot afford the cost of a $25.00 wpfw membership fee; in addition, i affirm under penalty of perjury that i suffer from a disability which is the following, [describe the nature of the disability], and i affirm under penalty of perjury that this disability makes it impractical for me to volunteer for work for three hours for or at the wpfw-fm radio station; and i finally state that i would like, and with this statement seek, membership in wpfw-fm radio station and in the pacifica foundation network, and i affirm that i will as best i can comply with the rules governing the pacifica foundation network and the wpfw-fm radio station.

(b) "i also move that the wpfw-fm local station board outreach committee shall have authority to implement the waiver rule as outlined in this resolution, and this implementation of the waiver rule shall be in committee meetings suitable for the protection of the confidential and the private information disclosed in waiver applications and shall be under the supervision of the wpfw-fm local station board, to which applicants can appeal if denied a waiver by the committee authorized to implement the waiver rule."

    i hope that members of the wpfw local station board second and adopt this proposed motion that will enable the poor and those unable to volunteer to become members of wpfw-fm radio station and the pacifica foundation network.  i dread the prospect that the upcoming election shall protect wpfw's interest in collecting membership dues, but do so at the expense of poor folks' right to a valid waiver policy by which they can participate in the wpfw elections and in other affairs of wpfw and the pacifica foundation.  therefore, i hope that you as local station board members support this resolution and adopt it at the meeting tonight.
