JIM,

    As you work the agenda for our next meeting, I have a few items I would
like to add, as follows:

    1) The PNB has created an Archives Committee to monitor and interact
with all Archives activities. We need TWO LSB delegates--elected or selected--to
serve on that committee;

    2) I would like 10-12 minutes to address concerns regarding past PNB
National Finance Committee actions, LSB access to financial information, and a
brief look at the proposed FY '05 budget for WPFW based on analyses to be
provided prior to the meeting (some I have already distributed). We need to see
where we stand, and where we are going. Next year's budget is probably the best
place to start. and the pie charts I will use are useful;

    3) I would like to hear briefly from Ron P. on the steps taken to
prepare for the next PNB meeting on 9/23 (5 minutes)

    4) I propose the following motion for a vote:

Resolved: The WPFW LSB, as a whole, hereby affirms its rights to exercise
fully all powers and responsibilities granted to it in Article Seven, Section 3
of the Pacifica by-laws. Specifically, all advisory committees formed by the
LSB are to act solely in that capacity. At the behest of the LSB proper, they
are to investigate options, prepare preliminary analyses, recommend action
plans, develop suggested timelines, and perform such other preparatory duties as
are appropriate to their designated function, and as are necessary to advise
the LSB.

By prior motion, advisory committees are allowed to choose their own
officers, and determine whether or not membership by non-LSB delegates is permissible.
 However, at no time, are any advisory committees empowered to assume the
authority of the LSB, act independent of LSB approval, or represent themselves as
stand-alone entities, without the expressed formal approval of the LSB. All
suggested motions, actions, documents, or recommendations developed by any
advisory committee must be approved by majority vote of the entire LSB in either
formal or special session.
